Give pension system credit, not reform

To the Editor:

In response to your June 15 call for speedy pension reform in Albany, and to the general public’s outrage over public employee pensions, let me share with you some facts about the New York State Teacher Retirement System included in its Spring 2011 newsletter, “Your Source.”

ÖDespite the perception that widespread pension abuse resulting in six-figure pensions has created an unfair tax burden, less than 1 percent of TRS benefit recipients receive an annual pension of more than $100,000. Eighty-three percent of this group receives less than $130,000. A group this small has virtually no impact on the employers’ contribution rate, according to TRS actuary Richard Young.

ÖThe 2011-2012 employers’ contribution rate of 11.11 percent is the first double-digit rate in 23 years. The ECR was in the high teens and twenties in the 1960s, ’70s and ’80s.

ÖThe ECR is impacted by the performance of TRS investment earnings which, in the fiscal year ending last June, were 50 percent greater than the assumed rate of return. In the first half of the current fiscal year, the TRS portfolio returned 17 percent.

ÖLess than one-third of TRS pension recipients have an annual pension greater than $50,000.

Rather than reform this system, I urge our legislators in Albany to applaud its efficiency, integrity and professionalism — qualities sorely lacking in the Senate and Assembly. Few, if any, public entities centered in Albany run so well.

Your excellent articles on the multi-faceted “Say Yes to Education” endeavor that this region has embraced prompt many thoughts.

First, we are fortunate here to have the rather unprecedented cooperation of city and county government along with non-profit organizations, foundations and the private sector in this comprehensive approach to assisting our youth in academic success and recognizing that attending to basic human needs and support systems is essential to accomplish that.

Secondly, the continued inspiration for this program comes not only from this good leadership and generosity, but from the stories of the youth themselves in their successes in school and at home.
