GED classes for inmates likely to end after change in state law

In its last session, the Florida Legislature made several changes in state law that will affect jail GED and adult education programs. Lawmakers:

·  Required residency verification for adult education students.

·  Eliminated the fee exemption for adult basic, adult secondary or career preparatory instruction.

·  Restricted Community College Program Fund dollars to be used to educate federal or state inmates.

·  Required the Higher Education Coordinating Council to make recommendations and submit a report relating to core missions of postsecondary education institutions, performance outputs and outcomes, articulation policies, and work force development education.

A free program that allows jail inmates to earn a GED appears on the way out in Volusia County, where officials said recent changes in state law mean there's less money to fund the classes.

At the Volusia County Branch Jail, the program, which has graduated more than 500 inmates since 2003, is likely to end in mid-August unless Daytona State College can find another way to pay for it.

Some classes will continue in the evenings at Tomoka Correctional Institution and the Volusia County Correctional Facility, pending approval of a state grant.

But Kristy Presswood, associate vice president of Daytona State's School of Education, said the legislative changes left little room to continue anywhere else.

"All of these combined were a perfect storm," she said.

The main change is that all students -- not just students who have already earned a high school diploma -- must pay the $30-per-term in-state or $120-per-term out-of-state tuition fees. And the college must also verify an inmate's residency to determine which rate he or she owes -- a step that wasn't required before.

"All of the jail facilities indicate that's going to be an issue," Presswood said of collecting tuition. For the past several years, inmates have paid nothing for the education or for the general equivalency diploma test itself, which normally costs $70 to take. Instructors say most could never afford it on their own.

The college's grant money can't be used to pay students' tuition. At the college, where the board of trustees recently proposed cutting public broadcasting and increasing tuition 8 percent across the board, Presswood said officials are worried about how the hike will affect enrollment.
