Chamber, DOC to talk MinSec

Members of the Greater Hazleton Chamber of Commerce will have questions about the MinSec halfway house in Hazleton for the state Department of Corrections secretary when they visit Harrisburg today.

The chamber contingent will make the trip on the invitation of state Rep. Tarah Toohil, R-116, to meet with the John Wetzel. Typically, the chamber meets with heads of state departments that have projects under way in Hazleton.

Lew Dryfoos III, chairman of the chamber's board of directors, said officials will tell Wetzel why they have taken a stand against MinSec, including ousting the company as a chamber member.

"We are going to try to tell him the hardship and problems the facility is causing Hazleton," Dryfoos said. "If MinSec residents go out on their own and cause problems, escape and cause problems or complete the program, settle here and then cause problems, it costs the library, police force and several community organizations."

Dryfoos said MinSec has an "appalling" lack of control over its residents.

"We suspect that the number of residents who simply walk away from MinSec and disappear into Hazleton is significant," he said. "In our opinion, MinSec has made Hazleton a regional discharge point for the prison system, which is unfair."

Dryfoos said the chamber is also disputing the types of offenders who are assigned to MinSec in Hazleton.

"According to a Standard-Speaker story from Feb. 22, 2011, during a meeting with the paper's editorial board, Sean MacDougall, CEO of MinSec, stated that MinSec does not accept arsonists, violent offenders, or sex offenders," Dryfoos wrote in an opinion piece published in the newspaper Monday. "Yet, according to the Department's 'Inmate Locator' and court reports, a large percentage of the pre-release inmates recently entering MinSec have, in fact, been convicted of aggravated assault and other violent crimes."

Wetzel said in April that locating these centers is up to the local zoning hearing board. Dryfoos, however, reiterated the chamber's position that MinSec officials misrepresented themselves to the Hazleton Zoning Hearing Board.

Dryfoos said MinSec described itself on its zoning application as a "residential skill development transitional living treatment program" instead of a community corrections center, halfway house or minimum security prison.

Kate Phillips, a spokewoman for MinSec, said the company did not misrepresent itself to the zoning board.
