Meanwhile (from second from left) West Linn Police Chief Terry Timeus and West Linn assistant city manager Kirsten Wyatt, along with a crowd of interested individuals look on behind them.WEST LINN -- West Linn’s latest attempt to move its police department to a new facility took center stage during an “open mic night” for community discussions on proposed relocation plans.
City officials and staff indicated that Monday night’s meeting could be the first in a series of dialogues with the community in the hopes of moving emergency responders from a building on Willamette Drive originally built in 1936 that is littered with crowded workspaces, poor ventilation and is not seismically safe.
"I think the police department needs this badly," Charles Mansfield, a retired Milwaukie police chief, said of a new station. "Not only for their own use but for a statement from the community that public safety is a prime consideration of the city of West Linn."
The area where the new station is now proposed to be developed, a 1.5-acre site at 1800 8th Ave. , would encompass four privately owned lots that are located on 8th and nearby 13th Street. According to West Linn assistant city manager Kirsten Wyatt, two of the lots are owned by a West Linn resident and the others are owned by Willamette Capital Investiments.
There are also occupied homes on three of the four plots, said Wyatt, and a deal is intended to be struck with the land owners to allow the properties' residents to remain in the homes for a period of time, if the city is successful in moving forward with purchasing the lots.
The entire project is estimated to cost $8.5 million, which includes $1.45 million for West Linn to acquire the lots on 8th Avenue and $5.73 million for the planned two-story building's construction. The land can't be purchased until residents vote to approve a bond measure. Councilors will vote on July 11 whether to place a bond measure on a ballot in November to build and fund the proposed facility.
Last May, residents voted down a measure that would have allowed West Linn to issue up to $10.8 million in bonds toward buying land at a site on Parker Road and building a new police facility there.
