Mansfield mulls aesthetic rules for properties

MANSFIELD -- Standards that could make it tougher for Mansfield property owners to get away with peeling paint or shabby siding could be in the works.

Mansfield building and codes manager J.R. Rice said Tuesday he and Law Director Dave Remy have begun looking into incorporating minimum exterior maintenance standards from the International Property Maintenance Code into city building requirements.

Current standards, written into Mansfield's municipal ordinances over the years, address problems with building stability and safety hazards, Rice said.

"But as far as aesthetics? We've got practically nothing," he said.

Many cities have adopted the International Property Maintenance Code as a way to enforce minimum exterior standards, he told the City Planning Commission.

Rice said enforcement could begin first with commercial properties -- giving residential property owners a little longer in the current tough economy.

In other matters, planning commission member Dan Seckel said Tuesday he would like to convene a committee to consider creating design criteria for wheelchair ramps.

Under the city's current standards, ramps don't always appear very compatible with historic architecture in the neighborhoods where they are installed, he said.

Wheelchair ramps frequently appear on the planning commission's agenda -- with three applications considered Tuesday.

In other action, the planning commission:

» Approved a site plan for an addition to Hyundai Ideal Electric. The expansion may result in the addition of 30 employees.

» Approved a lot split requested by Skilken Properties Co. at Johnny Appleseed Shopping Center, Lexington Avenue, in the area of the bank and car wash.

» Allowed the owner of Empress Express, 1041 Park Avenue West, a variance to install a vegetable stand at the back of the property. Rice said codes and permits learned the stand, which eliminated eight parking spaces, had been installed without permission. The city asked that the stand be taken down until the planning commission voted on the issue, he said.

» Tabled a request for approval for change of use for property at 295 Park Avenue West, from a dry cleaning business to a convenience store with a drive-through.

Commission members wanted more information.
